How to become a member of the IPCSA Family
IPCSA membership is open to:
- Air, Inland, Dry Port and Sea Port Community System Operators
- Air, Inland, Dry Port and Sea Port Authorities
- Single Window Operators
- International or Regional Organisations and Associations
The benefits of IPCSA membership:
Formed to represent the interests of Community Systems and Single Window operators across the world, IPCSA plays an important role in explaining and promoting the value of the electronic exchange of information within the logistics chain and between administrative bodies – in all modes and hubs of transport, including air, sea, inland waterways and rail.
The development of the Single Window concept to facilitate trade is being driven by the World Trade Organization’s Trade Facilitation Agreement, which came into force on 22 February 2017. By bringing together operational and administrative processes, Community Systems are critical in the success of Single Window.
IPCSA maintains a community of communities, sharing and exchanging information through:
- IPCSA Community – IPCSA social media network for members.
- Specific online and physical meetings.
- IPCSA Conference and meetings – IPCSA’s policy is to not charge members for attending attend meetings or conferences.
- Seminars and exhibitions.
- Expert guidance and advice.

Membership
The 2024 Annual Membership fee for IPCSA is € 7,000 (plus VAT where applicable).
The membership year runs from 1 January 2024 to 31 December 2024. Applications are accepted at all times and the fee is amended pro rata to cover the remaining period of the membership year.
IPCSA and its members:
- Reinforce the central role of Community Systems and Single Windows in facilitating trade and applying new regulations at entry points and border crossings.
- Are an important source of expert opinion with regard to any new international or regional directive or regulations being considered which may affect transport and logistics.
- Ensure that new technology can be accessed by all of the community, from SMEs to large conglomerates or public authorities.
- Use experience and knowledge built up over 40 years to share and develop more effective processes for users.
- Represent Air, Inland, Dry port, Sea Port Community System Operators and/or Single Window Operators and Air, Inland, Dry Port, Sea Port Authorities at international and regional intergovernmental organisations.

General Terms and Conditions
IPCSA General Terms and Conditions are part of IPCSA Membership application or available as a separate download. The Spanish form contains the General Terms and Conditions in Spanish.
How to become an IPCSA member
The application process to become a member of IPCSA is relatively simple but acceptance of a new member is subject to the approval of the IPCSA Executive Committee. The current membership fee for 2024 is € 7,000. The membership year runs from 1 January to 31 December. Applications for membership are received at any time.
The following stages outline the application process.
Stage 1 – Complete the IPCSA Membership Application Form. Before completing an application form, please check the definition for a Port Community System Operator/Single Window Operator. Cargo Community System Operators are also eligible please contact Inga Morton, General Manager, IPCSA to discuss.
A Port Community System:
- is a neutral and open electronic platform enabling intelligent and secure exchange of information between public and private stakeholders in order to improve the competitive position of the sea and air ports’ communities.
- optimises, manages and automates port and logistics processes through a single submission of data and connecting transport and logistics chains.
A Port Community System Operator:
- is a public, private or public/private organisation that operates and maintains a Port Community System and where the Port Community System represents the core of that organisations business.
- has a board, or some form of steering committee, made up of representatives from different internal and external groups within the port and logistics community.
- has ‘service level agreements’ with PCS users to manage the electronic exchange of information between different parties on their behalf.
A Single Window Operator is:
- The organisation that has the legal responsibility for implementation and operation of a Single Window within a country or region and which operates the Single Window within that remit, whereby the Single Window allows parties involved in trade and transport to lodge standardised information and documents.
Stage 2 – Send your completed application, by email, to Inga Morton, General Manager, IPCSA, at inga.morton@ipcsa.international with a PRESENTATION outlining your organisation, structure, organisation, services, etc.
Stage 3 – General Manager processes and reviews the application, and then sends the application to the IPCSA Executive Committee for consideration.
Stage 4 – After consideration by the Executive Committee of IPCSA, the applicant will be informed of the outcome, by the General Manager, as to whether their application for membership has been approved.
Stage 5 – Successful applicants will be announced as new members of the association, and an article and their information will be published on the IPCSA website.
All applicants for IPCSA membership must agree to the terms and conditions of IPCSA membership stated within the IPCSA Membership Application Form. The Spanish form contains the General Terms and Conditions in Spanish. In addition, and in order to comply with international regulations, IPCSA will carry out a check on the applicant organisation, including the named contacts against the International Sanctions List and/or equivalent lists, to ensure IPCSA compliance and due diligence.
